Excise duty on spirits is an indirect tax levied at the point where alcohol is released for consumption. It is one of the most significant taxes affecting spirits pricing in the market, making its understanding essential for every producer, importer, or distributor.
What is the tax base?
The tax base varies by product category:
- Spirits (distillates) — calculated on the volume of pure alcohol (litres of pure alcohol, LPA). The rate is set per hectolitre of pure alcohol (hl LPA).
- Wine — the base is the total product volume (hl of product), not alcoholic content.
- Beer — the base is degrees Plato (actual extract of original wort).
Calculating excise duty on spirits
For spirits, the formula is:
Duty = volume (L) × ABV% × rate (EUR/hl LPA) ÷ 100
Example: 1,000 litres of whisky at 40% ABV with a rate of 1,014 EUR/hl LPA:
- Pure alcohol: 1,000 × 0.40 = 400 LPA (= 4 hl LPA)
- Duty: 4 × 1,014 = 4,056 EUR

When does the duty arise?
The duty liability arises at the moment spirits are released for free circulation — specifically when:
- transferred for sale to an end customer
- released from a bonded or tax warehouse
- imported from outside the EU
Until that point, spirits can circulate in under bond status without incurring duty liability.
